The duplicated glyphs makes your experiment a placeholder candidate. If you look closely to the 7-bit US-ASCII, there are subsets (from these 94 characters) that could employ unique 2x2 glyphs (inside the related subsets)…
Your attempt does not look very advanced without the full range of binary 2x2 glyphs… (e.g. you could add the apostrophe.)

I just forgot to say that "The simplest font" is not a font, of course. (It represents an artistic sample of a virtual and readable font, which could be a lot more accurate if you coded e.g. the downscaling or/and its rules of degradation.)
