This is a reproduction of one of the fonts bundled with Thai DOS word processor CU Writer. As Fontstruct doesn't seem to have functionality for mark positioning or OT code, the Thai won't work correctly and the font will need to be built with a full font editor.
It seems this design was probably built by software engineers rather than designers, as there are quite a lot of odd stylistic choices as well as inconsistencies in the letterforms. If anyone knows more, do let me know! -
