Coding's base 4,096 numerals, inspired by Argam numerals.

I'm putting 4096 symbols in a special PUA scheme which relocates the Quartexedium numerals to E000-EFFF. I typically place it at 100000-10FFFF to prevent random conflicts with Under-ConScript Unicode Registry allocations and a space of 512.
Whoops, I meant 100000-100FFF (a 4,096 character space), not the entirety of Plane 10…

also it would be plane 17, since 10 is referring to a hexadecimal number, and the ones starting in u+0xxxx is plane 1
The BMP is Plane 0 because legacy codepages having codes from 0 to 255.
