do you know what this means? (this was made using Columnar Transposition Cipher)

i managed to get � in braingle:
1. go to braingle >> caesar cipher
2. set number of letters tto shift to the right to 69 (nice)
3. you should see the � symbol

it also works for numbers in between [55 or so]-[99]
