It is indeed, it was the first form of an alphabet I used for my language Caerth, the origins lay deeply rooted
in Tengwar indeed, many letters were inspired by it, but I mainly tried to make a foreign fantasy alphabet as easy as possible, therefore, many letters have the same "basic shapes"
Actually, the dots indicate capital letters :)
I don't know why the dots are offset, though I'm not going to correct it, as I'm working on a new writing system.
