[ü] is missing - it is used in words like “pingüino” (pegnuin), where the [ü] is sandwiched between a [g] and either an [e] or [i]
given that gi/ge sounds like ji/je, and to make the [g]'s sound like those from ga/go/gu, you need to put a silent [u] in the middle. if you want that [u] to not be silent, you have to put a diaeresis
