A font that is just about legible when characters are 5px tall (although the lower-case needs some work). It also looks sort of OK at larger sizes. -

The font should have some letters going below the baseline.
Those letters are g j p q y. And try to fix the tall a and e and short i and j. For the i, j you can probably bring the main stem all the way up to where the dot is, and put a new dot higher. Also make the w wider.
I think to make this font legible at small sizes, these are the changes that need to be made.
