Why op-art tag have first lower case?

@Dmitriy Sychiov (Sychoff) - It's likely the first person to create that tag used all lowercase letters when typing it. Many tags are all lowercase letters.

@Goatmeal: it looks like you're right, but this is the first popular one with a lowercase letter I've seen. it looks like only Meek can fix it.
