The control char substitutes are in Supplementary Private Use Area-A (specifically starting at F3C00)

Goal is to have every Unicode character (and more stuff in PUAs) eventually. This will eventually be split into 17 fonts (1 for each plane) because of the 65K char limit, but right now it's just this one.
